I hereby affirm the formation of the Imperial Academy of Court Jesters, with Emperor Ricky Lake Ontario as the first Headmaster of the Academy. The headmaster is a multi-year position. When a Headmaster retires, the executive will appoint the new Headmaster. Every year the headmaster will appoint a Court Jester for the reign, with approval from the reining Monarchs. At the end of the reign the Jester will be allowed to retain the title of Court Jester [reign number]. The first Jester to retain this title is Cereza Reina-Waters, Court Jester 35. I hereby retroactively induct the following Court Jesters into the Academy:

I hereby affirm the creation of the Rank of Marshal of the Empire. This rank can be bestowed by the reining Emperor (or Empress if there is no Emperor) to a member of TICOT that demonstrates true Integrity in selfless service to the organization. There must always be at least one active Marshal of the Empire in service. Marshals of the Empire serve and can continue to include the rank in their protocol, until they choose to retire.

LET IT BE KNOWN THAT: Empress 33 Bekka Blake with the assistance from Her Imperial Husband, Emperor 26 Ricky Lake Ontario or a TICOT Member/Monarch delegated by Bekka and Ricky, will host an online annual event in the month of June called Coronation Raffle, a PWA fundraiser for Ontario residents only
TICOT will promote the event, provide 1 Coronation ball package and is to sell Raffle tickets, with funds budgeted for the upcoming Coronation, as well as be given the OPPORTUNITY for TICOT Donations to be given to PWA directly.
It is MANDATORY that ONE member from the current reign’s Imperial Family attend this event to pose for the picture at Cheque Presentation.
The event will is not the responsibility of the Reigning Monarchs, TICOT Executive or the Coronation Planning Committee.

In order to be a more inclusive organization we will be installing gender neutral titles throughout our entire title line this year so that any member who identifies as non-binary feels included, recognized and valued.

Investiture 1 shall be produced by the Executive.

Investiture 3 shall be designated as Switch Night and shall be produced by the Empress (Emprex) and the Imperial Crown Princess (Princet).

TICOT shall produce a minimum of two workshops annually.
One workshop must be geared towards individuals wishing to submit applications for Monarch (aka a “Wanna Be Workshop”) which outlines all current rules, regulations and expectations of Candidates, Monarchs and Titleholders.
One workshop must focus on protocol usage within TICOT and the ICS.
Other workshops will be at the discretion of the Executive and The College.

LET IT BE KNOWN THAT the Imperial Crown Prince and Princess shall jointly produce a State Event fundraiser titled “The ICP Ball” to be held in July. This event should encourage local entertainers to perform, who do not necessarily belong to the Imperial Court of Toronto, to promote the Imperial Court of Toronto and garner new members. Because it pleases us and those before us, so it shall be done.

LET IT BE KNOWN THAT: The Anniversary Monarch(s) shall annually be responsible for producing a State Picnic between June 1 and August 31 utilizing a budget set by The Executive. This event shall be designed as a social, non-persona event for the members of The Imperial Court of Toronto and our allies in the Community.
Failure to produce this event shall result in the revoking of The Final Walk of the Anniversary Monarchs at the Out of Town show and the Anniversary Walk of Presentation to the Reigning Monarchs at Coronation Ball at The Coronation Ball following their reign.

LET IT BE KNOWN THAT: Those Monarchs celebrating an Anniversary Walk (Decade, Double Decade, Triple Decade, etc) shall receive the option to purchase one (1) Coronation ticket at cost for themselves to attend the Coronation Ball at which their Anniversary is being celebrated. This ticket is non transferable. Should an Anniversary Monarch be deceased, purchase a full price ticket for themselves in support of the event or otherwise not be in a capacity to attend the Coronation Ball a discounted ticket will not be given.

LET IT BE KNOWN THAT The Imperial Court of Toronto shall initiate and maintain a TICOT College of Monarchs Emergency Fund. This Fund is to commence by the end of Reign 26.
Purpose:
Past Monarchs have a wealth of knowledge, history and experience to which they have an opportunity to share with the current Reign, and to a larger extent, with the International Court System and the Canadian Lesbian Gay Archives. At times, past Monarchs may be limited in their participation due to finances and/or health.
The TICOT College of Monarchs Emergency Fund (COMEF) can assist in providing one-time financial support to past Monarchs, or long term TICOT Members, who have shown a continuing positive interest in TICOT and have shown through personal participation and on-going support for the current reign and past reigns.
Criteria:
• 5 year TICOT Membership (minimum), in good standing
• Letter prepared by Member, or their representative on behalf of the Member, to the CMC detailing need(s)/reason(s) for the funds
• Proof of medical/health receipts (invoice, prescription, doctor’s note, etc)
• Financial Assistance may be offered to a Decade or Double Decade Monarch to attend their Coronation Gala, Dinner and Ball, or to participate in state events in the current reign (ie entrance fee). Cost sharing should be considered, and allows the Member to Pay What They Can with the additional funds required being paid by the COMEF (Example: Member pays $10 for Coronation Ball Ticket and COMEF pay $115). If a Monarch is requested to be at a Special Anniversary Coronation (ie Coronation XXX), then consideration may be given for sharing the cost of the purchase of the ticket.
• Payment will be capped at $300 per Member’s request.
• College of Monarchs Council will determine, on a case by case basis, the eligibility of the financial request from the College of Monarchs Emergency Fund (COMEF)
Fund Management:
TICOT Executive will be responsible for:
• Deposits (cash or cheques) are payable to “TICOT” and deposited into TICOT’s main bank account. A separate bank account is not necessary.
• Cheques - The College of Monarchs Council will determine when payments are to be paid from this Fund, and the College Representatives will notify the Executive at the Executive Meeting that a motion for a cheque is requested. The signed cheque should be given to the College Representative who will contact the Member and arrange for delivery of the cheque.
• Reporting – The financial statements will report the Fund as being separate and distinct on the Balance Sheet, under Retained Earnings, listed as TICOT College of Monarchs Emergency Fund. Summary information of the consolidated payments is reported in the Financial Statements for the COMEF which allows information regarding individual requests and disbursements of the COMEF to be protected as private information
COMEF shall not exceed $5,000, to be determined at the time of the annual College of Monarchs Show. Funds over $5,000 will be directed to the Emperor I Sergio Apolloni Memorial Scholarship Fund (Mark S Bonham Centre for Sexual Diversity Studies – University of Toronto Endowment Fund). (Example: At the end of Reign 28, the Oct 31, 2015 Financial Statements will report a balance for the COMEF fund. If there was $6,250 in the COMEF, then $1,250 (amount over $5,000) will be transferred to the Scholarship Fund at the Reign XXIX College of Monarchs Show).
Annual Fundraiser for COMEF (first 5 years):
• For the next 5 years (Reigns 25 to 30), Emperor 26 Ricky Lake Ontario will host a TICOT Social Meet & Greet. Invites will be sent to past and current Monarchs, Sponsors and Donors. Funds will be raised by having an entrance fee of $20/person, raffle draw and requesting attendees bring a cheque, knowing all funds raised will go to the TICOT College of Monarchs Emergency Fund. Donations are NOT eligible for an income tax receipt. I personally guarantee a minimum of $500/year raised at this event over the next 5 years.

LET IT BE KNOWN THAT, from this day forward at every Coronation Ball of The Imperial Court of Toronto, there will be a Remembrance/Reflection Table*. This table will be our way of remembering our commitment to our fellow mankind, those that need our help, and our brothers and sisters who are not here with us.
* This table will be a small round table in a place of honour, with a white tablecloth. It will be set for one with a single yellow rose, in a vase, tied with a pink and a red ribbon. The table will also have a Crown Pin on display, and a single candle. On the bread plate will be a slice of lemon, and a pinch of salt, and the water glass will be inverted. There will be a single empty chair at the table. A toast will be made at the beginning of the evening to all those that are no longer with us. A page describing this table will be in the ball program opposite the In Memoriam Page.

Crown Prince and Princess, and that in their year as such appointed did uphold, Defend the constitution of the Imperial Court of Toronto, represent the Crown of the Imperial Court of Toronto, within the Realm and beyond the Realm’s Sovereign Borders, shall retain the number of the year that they served, with the Approval of the College of Monarchs and the Executive Board of The Imperial Court of Toronto. LET IT BE KNOWN THAT, at the beginning of each Court year, a Circle of Excellence will be created to honour those who have demonstrated to Their Majesties, exceptional dedication in ongoing support for the Imperial Court System and the Trillium Monarchist Society. Subjects of the Court and members in good standing in The Trillium Monarchist Society, may be nominated by either Their Majesties or any subject of the court and members in good standing in the Trillium Monarchist Society. The decision to induct these nominees into the Circle of Excellence will be made by Their Majesties, with no exceptions, because it pleases us and those before us.
LET IT BE KNOWN THAT, in this year, On Mother’s Day, that the Annual Queen Mum Event shall become an annual Trillium Monarchist Society event, and that Queen Mother, Ultima, Michelle Dubarry, shall sit in State to preside. All subjects who shall have conferred upon them the title of Queen Mum shall be designated as those of distinction, and be subjects who have made a significant contribution to the Art of Drag and to the Empire, for it pleases us and those before us.

LET IT BE KNOWN THAT, their Most Imperial Sovereign Majesties have designated that portion of the Empire known as Hamilton, St. Catharines and the Niagara Region as a Barony. Their Majesties shall call before them all subjects deemed worthy of being considered for the noble and distinct position of Baron and Baroness. Following this shall be a review of the lineage, bloodline and reputation of those called before them. When Their Majesties have completed their consideration, an Imperial Crier shall go throughout the Empire, declaring Their Majesties’ choice and a day of feasting and celebration shall be set aside, for it pleases us and those before us.
LET IT BE KNOWN THAT, Their Most Imperial Sovereign Majesties, Emperor 5, Paul & Empress 5, Sophie De Lee have disassociated themselves and their Court from the House of Bondage of the Trillium Knights of the Urban corral as currently controlled by Lord Knight, James (Bryant) Nero. It is requested by Their Majesties that all individuals who have had a title of distinction conferred upon them in this Court, also disassociate themselves. This action has been prompted by an avert act of disobedience and a breach of the Lord Knight’s oath of allegiance to Their Majesties. We have said it and it shall be so because it pleases us and most of those who have gone before us.

LET IT BE KNOWN THAT, the Imperial Queen City Court of the Buckeye Empire shall follow the same pattern of Monarchial ascent as the Imperial Sovereign Court of Toronto, Sponsor Court to The Imperial Queen City Court of the Buckeye Empire. It is therefore commanded that Regent Empress, Miss Buffy shall hereafter be known as Her Imperial Majesty, Empress I, Appointed, Miss Buffy, and that Their Most Imperial Majesties, Emperor I, Billy Bolyard & Empress I, Angela St. James shall be known as Emperor & Empress I, Elect ant that all future Monarchs shall follow this numerical ascent. With the ascent to the throne of all future Monarchs, the designation of “Elect” shall be dispensed with. Because it pleases us and those before us, it has been proclaimed, so let it be done.

No other percentage designation will be permitted and the recipient must be a current or past reigning Monarch of an Imperial Court. This decree shall also apply to our Sponsored Courts in Cincinnati, Ohio and Buffalo, New York, until such time as Sovereignty is granted to them and they receive the privilege of self-determination in this matter. It has been written and shall be so. By permission of Her Imperial Majesty, Empress 2, Veronica Blake, this proclamation was made on the event of the first Toronto “Magical Make-over” for Imperial Crown Princess Dawn Blake.
